Emergency Justification For: 

Sewer spill sewage removal

The City of Gallup, New Mexico determined that the following emergency exists.  Describe emergency. The sewer crossing through the RIO Puerco has failed resulting in sewage going into the Rio Puerco. We need to build a access road into the Rio Puerco to do the following;

1. Remove sewage spilled
2. Contain the spill that is ongoing.
3. Provide a safe working environment to do repairs.
4. Expose sewer pipe failure.
5. Additional work will be needed to be done upon exposure of sewer main failure.

The existence of the emergency condition creates an immediate and serious need for services, construction or items of tangible personal property that cannot be met through normal procurement methods and the lack of which would seriously threaten:

1. the functioning of government;
2. the preservation or protection of property; or
3. the health or safety of any person.

The City of Gallup, New Mexico determined that the following emergency exists.  Describe emergency. There has been massive sewer spill by 920 warehouse lane, the spill needs to be removed and pumped into the sewer system per US EPA sewer spill cleanup requirements.

The existence of the emergency condition creates an immediate and serious need for services, construction or items of tangible personal property that cannot be met through normal procurement methods and the lack of which would seriously threaten:

1. the functioning of government;
2. the preservation or protection of property; or
3. the health or safety of any person.
