Award of Contract to Dekker Perich Sabatini For Professional Services to Update The City of Gallup Growth Management Master Plan

Attached for City Council's consideration and approval is a professional services fee proposal from Dekker Perich Sabatini of Albuquerque, New Mexico. Said services consist of updating the City of Gallup Growth Management Master Plan. Staff solicited a "Request for Proposals" (RFP) for the subject services on May 25, 2022. See attachment for RFP. RFP's were subsequently reviewed by a selected review committee. Thee were two proposals submitted, one from Dekker Parich Sabatini and the other from Sites Southwest, LLC. Upon review, the review committee considered Dekker Perich Sabatini's proposal to be a fair and reasonable offer. See attached cost and price detail from Dekker Perich Sabatini. 

The Bid Tabulation sheet is also attached for your review. Cost proposal is $159,000.00 excluding NMGRT. With tax total comes to $172,216.88. $150,000.00 was previously budgeted for this project in Project No. CP1901, an additional $22,216.88 is needed to cover the shortfall. Staff is requesting Council's approval of an budget adjustment in the amount of $22,216.88 from general fund balance to Project No. CP1901.

Water Enterprise And Environmental Surcharge Project Transfers And Closeouts

The Water Enterprise recently bid out a critical capital project (Hwy 491 - American Heritage) and previous allocated funding has been partially depleted due to previous breaks. Also, another recent critical Wastewater project has surfaced (Maloney to Carver sewer line) and funding is necessary to complete this project as soon as possible.

With the current nationwide supply chain issues, staff has reviewed its current Capital Project Funding in place and concluded that some projects that are currently only partially funded, but still necessary, and cannot be completed within the next year, could be pushed back on the ICIP until future funding opportunities become available. Current funding allocated in these projects is needed to complete the more critical infrastructure projects stated above at this time.

Recommendation of Award For Formal Bid No. 2205 - US HWY 491 American Heritage Plaza Water And Sewer Line Relocation

The lowest and only qualified bidder was Adame Construction, Inc of Los Lunas, New Mexico, in the total amount of $778,225.31 including New Mexico Gross Receipts Tax.

Project consists of installation of 1600LF of 8" waterline at 4' depths to include; fittings, sleeves, gate valves and valve boxes, fire hydrant assembly, air release station, water meter, can, cover frame all complete. Installation of 50LF of 12" sewer line and manhole with all fittings complete. Transfer of existing water services and removal of waterlines at depths of 8', sewer lines at 12' and old and abandoned materials above. 900SY of Asphalt pavement removal and replacement and 110SY of concrete removal and replacement, to include curb and gutter plus Traffic control Plan.

Current Project JU2010 Funding - $417,201.59

Project Transfers into JU2010:  

$190,000 from project JU2202 - Hasler Valley Road Tie-In

$120,000 from project JU2207 - Lewis Well

$128,000 from project JU2214 - 11th & Lincoln Sewer Reroute

Approval Of Resolution No. R2022-23; US Department Of The Interior (DOI) Bureau of Reclamation (USBR) WaterSMART Drought Response Program Grant (R23AS00005) Application Submission

This grant application proposal requests Bureau of Reclamation funding for the siting, hydrology, design and construction oversite phases of a new City of Gallup potable water well for a three-year time period.   

The project will consist of professional fees for a geologist, engineering design, advertising for competitive construction bid, construction management, and the cost for a licensed/professional well contractor to build the new Gallup Ground Water Well. The project will take approximately 3 years to complete. This project is supported by the “Gallup/NGWSP Water Commons Drought Contingency Plan” 

The City of Gallup Water & Sanitation Department in McKinley County, New Mexico, will construct a new water production well for the Navajo Gallup Water Supply Project interim conjunctive water supply.  The new well will add approximately 2170 acre-feet per ten years of local, high-quality water to the City’s and the regions drinking water supply.  The additional water will help replace rapidly depleting water production from other wells in the G-96 well field.   

If grant application is awarded, staff will seek further Council approval to implement with matching funds appropriated by the Interstate Stream Commission (ISC).

Street Department Request for a Budget Adjustment in the Amount of $37,750.00 for a Position Reclassification

Street Department Staff is requesting Approval of a Budget Adjustment in the Amount of $37,750.00 from the 216- fund into the 216 - Salary & Wages / Full Time Positions Account. This Budget Adjustment is for the reclassification of a Street Department Supervisor to an Assistant Street / Airport Superintendent. This Position will assist the Street Department Superintendent as well as Manage all Airport projects and day to day operations of the Airport.

Application For Private Security Guard Business License By Securitas Security Services USA, Inc

Securitas Security Services USA, Inc  has submitted a City of Gallup Business License and Registration Application for private security services to the City Clerk. In accordance with Section 3-11-4 of the City Code, the Chief of Police shall determine whether the public convenience and necessity would be served by the issuance of the license applied for and shall certify these findings to the City Council. Securitas Security Services USA, Inc  has submitted all the appropriate documents and has been granted a license by the State of New Mexico Regulations and Licensing Department.
